Plymouth Planning Board recommends approval of 28-unit Sandwich Street apartment project

PLYMOUTH — December 17, 2025 — Plymouth Planning Board voted 4-2 to recommend approval of a 28-unit apartment building at 135 and 139 Sandwich Street, advancing the MEGrico proposal to the Zoning Board of Appeals for a January 5 hearing. Attorney Rob D'Ambroso and developer Rick Veo presented the plan to demolish two non-conforming 1960s medical office buildings on a 1.2-acre R20 lot and replace them with a two-and-a-half-story, 34-foot residential building containing nine two-bedroom and 19 one-bedroom units. More than a dozen residents packed the meeting to oppose the project, citing traffic, flooding, density, and precedent concerns; a motion by board member Marc Garrett Mann to recommend outright denial failed 2-3. New Planning and Development Director Lauren Lynn noted merit in the location's walkability and rental housing need but flagged concerns about density and affordability, and Veo offered to add a second on-site affordable unit and set rents at 60 to 70 percent of area median income with a veterans preference if the board supported the project. The board's conditional recommendation also calls for reducing building height and massing, improving landscaping along the Mount Pleasant Street parking lot, and exploring crosswalk signalization on Sandwich Street.
