Planning Board Backs Parking Cut for Carver St. Condos

Plymouth Planning Board recommends reduced parking and a housing fee for a Carver Street condo project. Developer Richard Rosen is seeking a special permit to convert a vacant former church at 8 Carver Street into eight condominiums, seven one-bedroom and one two-bedroom. The board voted 4-1, with member Bennett abstaining after recusing himself, to recommend the Zoning Board of Appeals approve a nine-space parking plan instead of the 12 spaces normally required, paired with a $4,500 payment into the town's parking fund.
Attorney Robert Galvin argued the project should be exempt from Plymouth's inclusionary housing bylaw; the board disagreed, recommending a payment-in-lieu to the Affordable Housing Trust instead. Resident Ted Bubbins objected, warning the reduced parking "doesn't even accommodate" likely demand from eight units. The board also unanimously endorsed a Form A plan redefining the Bourne-Plymouth town line at 880 Head of the Bay Road.
