Plymouth ZBA Unanimously Continues 40B Hearing for 163-Unit Pulte Project

PLYMOUTH — November 10, 2025 — Plymouth ZBA continues 163-unit Pulte Homes 40B hearing amid fierce community opposition. The Zoning Board of Appeals unanimously voted at its November 10 special meeting to continue the Chapter 40B comprehensive permit hearings for Ocean View North LLC and Sandview Drive Plymouth LLC — a combined 163-unit project off Court Street, Prince Street, and Hedge Road — to December 1. Traffic engineer Robert Michaud of MDM Transportation Consultants argued the project would add roughly 21 vehicle trips per hour at key intersections and that peer reviewer Apex had closed out nearly all traffic comments, but Select Board members Kevin Canty and Deb Iacquinto both appeared in public comment to call the study "patently ridiculous" and "preposterous" and urged denial. Special counsel Carolyn Murray of KP Law warned the board that "towns traditionally do not fare well at the housing appeals committee," acknowledging a likely reversal if the board denies the permit. The developer, represented by attorney Stephanie Kiefer of Smolik and Vaughn, committed to redesigning the Prince Street building entrance, widening exterior parking to 10-by-18-foot spaces, and funding a fire-station preemption signal at Court Street and Hedge Road.
