Plymouth Zoning Board Opens Hearing on 163-Unit Pulte 40B Condo Proposal

PLYMOUTH — September 29, 2025 — Plymouth Zoning Board opens hearing on 163-unit Pulte 40B condo plan in North Plymouth. The board unanimously continued both cases — Case 4183 and Case 4184 — to October 20 after attorney Stephanie Kiefer of Smolak and Vaughn introduced two Chapter 40B comprehensive permit applications from Pulte Homes of New England for projects called Ocean View North, a 100-unit, two-building development off Court Street and Prince Street, and a 63-unit six-story building on Sandry Drive. Under the state's New England Fund program, 25 percent of units in each project would be deed-restricted affordable at up to 80 percent of area median income — totaling 39 affordable units — with market-rate condos estimated at $400,000 to $800,000 and affordable units running roughly $300,000 to $380,000 depending on bedroom count. Board member Michael Leary declared he would not approve the nine-foot surface parking spaces proposed, citing a consistent board standard of ten feet, and chair Peter Conroy demanded dimensioned drawings, completed DPW and APEX peer review responses, and fire department sign-off on emergency access before any permit decision. Plymouth's Select Board had previously declined to endorse the project as a friendly 40B, leaving the Zoning Board of Appeals as the sole local permitting authority under state law.
