Plymouth ZBA Continues Pulte 40B Hearing to March 16 Amid Unresolved Environmental Questions

PLYMOUTH — February 9, 2026 — Plymouth's Zoning Board of Appeals continued a 163-unit Pulte Group Chapter 40B condominium hearing to March 16 after a public session marked by an undisclosed arsenic discovery and escalating resident opposition. The board voted 5-0 to continue Cases 4183 and 4184, which propose two garden-style buildings totaling 100 units at Hedge Road and 63 units in a six-story structure at Sandri Drive, with 25 percent of all units deed-restricted as affordable. Pulte representative Essek Petrie disclosed during board questioning that arsenic had been found on the Sandri Drive parcel during the company's own due diligence and that the property owner is conducting MassDEP-monitored remediation, with a January 2026 report on file. Town Counsel Carolyn Murray advised the board it cannot waive federal EPA permitting requirements and would need to cite a local bylaw or regulation to deny the project on public health grounds. A petition signed by approximately 158 residents, filed with DEP and the EPA on January 27, demanded additional environmental review of the site's proximity to the Plymouth Harbor Superfund site. Chair Michael Main told the applicant directly that if outstanding documentation is not provided before March 16, "you're going to have to put up with the vote you get."
