Planning Board approves Earth Removal Bylaw consultant review.

PLYMOUTH — Planning Board unanimously approves Earth Removal Bylaw Committee consultant review. Chair Steven Bolotin and the five-member board backed the nine-member committee's proposal to hire an outside consultant using Fall 2025 Town Meeting funds, with a target of presenting revised bylaw language to the Spring 2027 Town Meeting or Fall 2027 as a fallback. The consultant will provide technical and legal guidance, assist with bylaw drafting, and conduct a comprehensive review to ensure consistency with Massachusetts General Laws.

Board members recommended the committee shift RFQ language away from a "binary yes-no" framework toward a "clear and comprehensive" approach while maintaining board discretion. The board also received updates on a new Business Permitting Guide aimed at streamlining Plymouth's complex permitting process through visual flowcharts and step-by-step pathways for common business types.
