Plymouth Select Board Approves Budget Oversight Plan to Address Projected $14.8 Million Deficit
PLYMOUTH — May 5, 2026 — Plymouth Select Board votes to require three-scenario budget presentations from department heads starting in November. The board, chaired by David Golden Jr., unanimously adopted an enhanced monthly financial reporting policy and directed department heads to present level-service, level-funded, and 2-percent-increase budget scenarios beginning in November — an effort to get ahead of a structural deficit the finance director projects will grow from $1.4 million in fiscal year 2028 to more than $14.8 million by fiscal year 2032. The board also sat jointly with the Planning Board to hear a conceptual pitch from Boston developer HYM Investment Group to redevelop the former Benny's Plaza at 179 Court Street into a 184-unit senior living community with publicly accessible open space and mixed-use retail buildings, prompting sharp questions on parking from member Harry Canty, who warned the project would face "a high level of scrutiny" given strained parking in nearby North Plymouth. The board approved a $407,417 federal Community Development Block Grant and a $22,000 drone grant application for the Police Department as routine administrative matters.
