Plymouth Board of Health Begins Post-Hearing Deliberations on Kratom Regulation

PLYMOUTH — December 3, 2025 — Plymouth's Board of Health heard a progress update on the town's first-ever Community Health Assessment and began post-hearing deliberations on possible Kratom regulation. Consultants Heather Nelson and Kevin Sear of Health Resources in Action reported 779 completed English-language surveys in analysis, with 87 percent of respondents identifying as white, 76 percent as women, and fewer than 1 percent as seasonal workers — a demographic skew the board and consultants acknowledged as a gap requiring targeted outreach to immigrant and hard-to-reach communities. Final assessment findings are expected in March or April 2026, leading into a five-year Community Health Improvement Plan — Plymouth's first. On Kratom, member Amy Palmer volunteered to compile regulations from neighboring communities, and the board agreed to consult the regional Poison Control Center; member Barry Potvin argued that even natural Kratom leaf converts to the addictive synthetic compound 7-hydroxymitragyine through liver metabolism, a finding he said strengthens the case for broad regulation.
