PLYMOUTH — January 22, 2026 — Plymouth Finance Subcommittee C unanimously approved all five FY27 department budgets totaling $42,084,008, a 9 percent increase over FY26. The panel, chaired by Gail Butler and meeting with members Thomas Jacintho, Myles Ramey, and Briana Keating on Zoom, voted 4-0 on each of the five items at its January 22 session. Police Chief Dana Flynn presented the department's proposed $19,565,790 budget — an 11.1 percent jump — driven by a 2 percent cost-of-living adjustment, projected new-hire salaries, and the first general-fund-supported year of the body-worn camera program after two years on ARPA money; the department remains short 16 officers and one sergeant. Fire Chief Niofoli sought $19,342,236, an 8.1 percent increase, warning that static-funded non-wage lines would require "financial juggling" as apparatus maintenance costs and potential tariff impacts loom. The Harbormaster was the lone department to post a budget decrease, coming in at $687,185, down $4,457, aided by a newly secured $1.5 million Seaport Economic Council grant that cuts the town's required match for Town Wharf phase two to $300,000.
