PLYMOUTH — Zoning Board unanimously approves waivers for Pulte Group's two Chapter 40B housing projects. The 163-unit development at three Plymouth locations passed an initial waiver vote 5-0, but final approval was continued to April 13, 2026, as the Board worked through proposed conditions on environmental oversight, traffic, affordable housing phasing, and construction safety. Chair Michael Main noted the Board's authority is limited to conditioning the proposal rather than rejecting it under state law constraints.
Alternate member David Peck advocated for permanent soil monitoring wells due to historical site contamination, but withdrew the request after Town Counsel warned the Board risked exceeding its legal jurisdiction; the Board instead strengthened requirements for Department of Environmental Protection sign-off before building permits.
