Plymouth Select Board advances $21.4 million capital budget and five solar articles to spring town meeting. Finance Director Lynne Barrett presented the capital request encompassing 21 departments, led by a $6 million roadway improvement program; the board voted unanimously to place Article 18 on the warrant. Articles 30 through 34, covering behind-the-meter solar at six town facilities under 20-year contracts with Green Skies LLC, project $246,668 in annual savings with no upfront capital costs or maintenance obligations for the town, though Michael Cahill, Climate Resiliency and Sustainability Planner, stressed urgency because federal tax credits expire in July 2026.

The board also approved nine administrative notes authorizing $40,418 in grants and donations, including $20,150 to veteran services and $10,000 for boat pump-out operations. Chair Golden's motion to eliminate $4,500 and $4,000 select board stipends failed 4 to 1.
