PLYMOUTH — Precinct 15 Caucus heard budget presentation from Plymouth Finance Director Lynn Barrett and Assistant Director Cameron Scott. The Precinct 15 Town Meeting Member Caucus meeting featured presentation of the town's budget forecasting model, covering revenue sources including property taxes, state aid, and enterprise fund reimbursements, all constrained by the 2.5 percent levy limit. The Finance Department disclosed a $12 million deficit in the initial 2026/2027 budget, which was addressed through removal of staff increases from multiple department budgets.

Chair Art Desloges convened the meeting with guests from Precinct 17, and members unanimously approved prior minutes and tabled a Best Practices Workshop on meaningful engagement.
