PLYMOUTH — January 13, 2026 — Plymouth Conservation Commission orders independent peer review of Pulte Homes' 163-unit North Plymouth 40B development. The commission voted 5-0 at its January 13 meeting to hire a Section 53G outside consultant to review two related projects — Ocean View North at 333 Court Street, proposing 100 units across two four-story buildings, and a 63-unit building at 0 Sandri Drive — after Essek Petrie of Pulte Homes of New England and wetland consultant Mark Manganello of LEC Environmental presented plans that show most construction outside the 100-foot wetland buffer zone, with limited encroachment for a sewer pumping station at the Sandri Drive site. Vice Chair Walter Morrison III recused himself from the Pulte items. Public commenters packed the 1820 Courthouse Room and Zoom to oppose the projects, citing arsenic soil remediation underway on-site, a reported four-toed salamander sighting — "a species of special concern" — and concerns that a nearby shrub swamp may qualify as a vernal pool subject to a 200-foot local buffer.
