PLYMOUTH — Southern Plymouth County PHE Collaborative revotes on Cape Cod VNA nursing contract after member recusal. The grant committee, chaired by Barry Potvin, voted unanimously to accept half of the $127,650.96 Term 3 revenue installment and reconsidered a prior vote on the VNA contract after determining that Meg Payne, a Plymouth committee member employed by the VNA, should have abstained to avoid conflict of interest. Epidemiologist Devon Donovan reported 106 MAVEN disease events in March with 68 influenza cases and year-to-date cases down 23 percent from 2025.
FY26 spending is estimated at $349,608, or 68.5 percent of the total $510,603.84 allocation.
