PLYMOUTH — Earth Removal Committee endorsed Article 24 modifying the Unified Complex bylaw in a unanimous vote. Committee member Eric Cody made the motion, seconded by Hampton Watkins. The article specifies the Planning Board as the Special Permit granting authority for Unified Complex developments and requires Section 203-2 earth removal regulations be included in the permit process.

The committee, chaired by Michelle Christensen, also set technical standards for excavations, including 3-to-1 maximum slopes, a minimum 10-foot separation from groundwater, and a 100-foot vegetated natural buffer zone.
