Earth Removal Committee approves definitions placement in unified bylaw section.

Earth Removal Bylaw Committee · Meeting of April 2, 2026

PLYMOUTH — Earth Removal Bylaw Review Committee advances draft ordinance with subcommittee progress. The committee unanimously approved consolidating all bylaw definitions in a single section rather than dispersing them, as the Draft Bylaw Outline subcommittee targets April 8 for first drafts and April 16 for final combined work. The Consultant Review subcommittee confirmed interest from the Edward Collins Center for Public Management at UMass-Boston for policy and legal review, with the Donahue Institute at UMass-Amherst also under consideration for economic impact analysis.

The committee clarified it operates as an independent body appointed by three entities, not as advisory to the Planning Board, and will present its results to both the Planning Board and Town Meeting.
