Earth Removal Committee approves consultant scope, advances bylaw draft review.

Earth Removal Bylaw Committee · Meeting of May 21, 2026

Plymouth's Earth Removal Bylaw Review Committee approved a consultant Request for Qualifications and moved forward with a 389-line bylaw draft. The committee spent ninety minutes in line-by-line review, making global edits including replacement of "sand mining" with "earth removal," with work continuing at future meetings. The Planning Board has directed the committee to review all of Section 203-2 of Article III of the Zoning bylaw, including Natural Features provisions.

The committee unanimously approved sending an email to Jason Silva, Director of Inspectional Services, seeking clarification on exposed excavation at 71 Hedges Pond Road, where approximately 30 acres are exposed, exceeding the five-acre Zoning Bylaw restriction.
