Plymouth's Earth Removal Bylaw Committee Subcommittee B convened remotely to refine proposed modifications to sections 203-2(A) and (B). Members Love Albrecht Howard, Scott MacMillin, and Walter Morrison III reviewed revisions to section 201-3 definitions covering cranberry cultivation earth removal, earth removal, topsoil, and loam, and voted to propose deletion of the term "overburden." The subcommittee refined bullet-point summaries of other municipalities' natural features requirements, adding eight new criteria including area thresholds, slopes, setbacks, buffers, dust generation, revegetation, stormwater management, and permitting authorities. Members determined that existing section 205-57 adequately addresses Massachusetts wellhead protection requirements, making further inclusion in section 203-2(B) duplicative.
