PLYMOUTH — Earth Removal Bylaw Committee subcommittee eyes December 2026 completion for Spring 2027 Town Meeting. Chair Michelle Christensen, Hampton Watkins, and Richard Serkey unanimously approved a Scope of Services document for a technical consultant and adjusted the project timeline to December 2026. The consultant will participate in semi-monthly virtual meetings and help draft the bylaw with a severability clause; the committee plans to invite the Planning Board and other stakeholders to attend regular meetings for public comment once a stable draft emerges.

Consultant onboarding is targeted for May 2026, with the first complete draft review by August 2026.
