Earth Removal Bylaw Committee · Meeting of July 16, 2026

PLYMOUTH — The Earth Removal Bylaw Committee approved July 2 minutes and confirmed Horsley Witten Group as fixed-fee consultant to assist the Committee. Michelle Christensen reported the contract was executed July 14 with Procurement managing the engagement. The full Committee continued its line-by-line review of the draft Natural Features annotated outline, reaching line 185 of 353; discussion focused on lot clearing percentages and tree definitions, though Richard Serkey flagged concerns that some proposed requirements may overreach and limit stakeholder acceptance.

Richard Serkey, Love Albrecht-Howard, and Ed Conroy are transcribing the outline into draft bylaw language and will prioritize a penalties section at the next meeting to address unlicensed earth removal and unauthorized cranberry operations.
