PLYMOUTH — Earth Removal Bylaw Committee continued work on Natural Features Conservation bylaw section 203-2C with consultant Horsley Witten Group. Seven committee members, joined via video by consultants Nathan Kelly and Jeff Davis, reviewed a draft annotated outline line-by-line, with Kelly cautioning that earth removal definitions are central to enforcement and proposing five regulatory categories: pre-excavation, excavation, processing, transport, and sale. The committee deferred votes on both a SharePoint update and the full Natural Features Subcommittee report to its August 20 meeting, citing need for full membership attendance.

The committee also announced plans to coordinate with the town's Comprehensive Plan and Climate Action Net Zero Committee to ensure consistency across overlapping mandates.
