PLYMOUTH — Earth Removal Bylaw Committee advances consultant search and bylaw strategy. The committee voted unanimously to revise earth removal rules within the existing Zoning Bylaw rather than create a separate General Bylaw, and will interview the Edward Collins Center for Public Management and the Donahue Institute to address legal, policy, and economic questions. Director of Inspectional Services Jason Silva committed to ending the confusing three-permit system by immediately requiring Special Permits while ceasing General Permits through the Zoning Board of Appeals.
Three subcommittees were formed to review natural features protection, vet consultants, and develop a draft bylaw outline.
