Earth Removal Bylaw Committee advances consultant review and draft bylaw language

Earth Removal Bylaw Committee · Meeting of April 16, 2026

Plymouth's Earth Removal Bylaw Review Committee unanimously approved forwarding a draft Request for Qualifications to town planning officials. Chair Michelle Christensen led all nine members present through approvals of consultant review work and an "annotated outline" of the proposed Earth Removal Bylaw intended to replace Article III, Section 203-2 C of the existing Zoning Bylaws with objective decision-making criteria. Three active subcommittees are developing consultant scope, bylaw language, and natural features sections addressing vegetation and disturbance standards.

The full committee will review the final RFQ before it goes to prospective consultants, with the draft bylaw outline distributed for May 7 discussion.
