PLYMOUTH — Committee of Precinct Chairs reviews FY27 budget framework and Spring Town Meeting articles. Town Manager Derek Brindisi and Director of Finance Lynne Barrett presented a 303.4 million dollar budget combining the General Fund and five enterprise funds, including water, sewer, solid waste, airport, and cable access, level funded from FY26 with reliance on 1.7 million dollars in excess levy capacity and strategic transfers from stabilization funds. The committee heard heated debate over a 220,000 dollar Training Green capital project for lighting and irrigation: while presented as a public safety and accessibility priority by Parks Director Nick Faiella, resident Stone of Precinct 16 cited opposition from the Capital Improvements Committee, Advisory and Finance Committee, and Historical Commission.
Select Board member Kevin Canty outlined a proposed Payment in Lieu of Taxes agreement with Holtec International that would secure 13 million dollars in town payments over eight years and grant planning authority over 15,300 acres of former Pilgrim Nuclear Power Plant land.
